Janine Spadafore Kaiser, Principal

Janine Spadafore Kaiser has a wide range of experience developing action strategies and analysis to improve systems around workforce, education and regional economy.  Ms. Kaiser specializes in analyzing complex landscapes, facilitating strategy discussions, identifying opportunities and recommendations for action, and supporting implementation of initiatives. In her analytical work, she focuses on developing accessible analysis and action-oriented recommendations, drawing on diverse research methods, including descriptive and inferential statistical analysis, surveys and qualitative research.

Ms. Kaiser has launched, sustained and coached numerous consortia of private, public and civic stakeholders, including from workforce, education, public agencies, community-based organizations, economic development and the private sector, across a range of industries and regions. A key example includes her role as the Technical Assistance Provider for the North & East Bay Pathways Consortium, an organization dedicated to supporting development of Career Technical Education Pathways in the San Francisco Bay Area. In this capacity, she has led and supported efforts to align technical curriculum between community colleges and K-12 districts (including at court, continuing and community schools), increase articulation and dual enrollment, integrate work-based learning and design professional development trainings. Other examples of her work include supporting development of industry-led public-private partnerships in Advanced Manufacturing in Northern Nevada and Arizona, Transportation & Logistics and Advanced Business Services in Phoenix, Information Communication Technology in the San Francisco Bay Area, Hospitality in Napa, and Electric and Natural Gas Vehicles in the San Joaquin Valley in California.

Before launching Compass Policy Strategies in 2015, Ms. Kaiser was a Senior Project Manager at Collaborative Economics, a workforce and economic development consultancy. She also previously worked in the economic forecasting department of the Fortune 500 diversified industrial manufacturer Eaton Corporation, and implemented a randomized control trial study in Mexico, with support from a Fulbright grant. Ms. Kaiser holds a Bachelor’s degree in Economics, Spanish and International Studies from Case Western Reserve University, where she graduated summa cum laude, and a Master of Public Policy from the Goldman School of Public Policy at the University of California, Berkeley.
